JOB SUMMARY:

The Asia Foundation Beijing Representative Office is seeking a Chinese national to fill a Operations Assistant position. The Operations Assistant (OA) reports to the Operations Director (OD) in China and work with OD as well as Finance and Grants Manager (FGM) to support and maintain contact with the Foundation’s headquarter office, China office staff, donors, sub-recipients, consultants and service vendors etc.


PRIMARY RESPONSIBILITIES:

·      Answer the telephone and take accurate messages; operate office communication systems (e-mail, fax, courier service, & regular post); route incoming mail & faxes to appropriate staff.

·      Receive visitors and direct them to relevant staff and serve refreshment as required.

·      Maintain updated directories, contact lists, and addresses of TAF HQ and field offices as well as international organizations, NGOs, UN agencies, Government offices, TAF’s partners, external service vendors etc.

·      Translate letters, memos & other documents from English to Chinese & vice-versa as requested by senior management.

·      Draft forms, lease agreements, and other office documents.

·      Purchase and manage office stationary, supplies, services, repairs.

·      Manage leave request and update TAF calendar as leave coordinator; Assist OD to coordinate work-from-home schedule.

·      Make operations-related travel and other logistical arrangements.

·      Manage operational procurement request and facilitate program procurement as procurement coordinator. Prepare operations-related expense reports and requests for payment.

·      Manage office fixed assets and field inventory as inventory custodian. Assist OD with revision of procurement policies and procedures as necessary.

·      Conduct terrorist check for vendor who meets the threshold.

·      Conduct day to day financial operations (cash receipts, disbursements, account reconciliation) as office cashier; Settle payments; Monitor cash balance and submit fund request; Prepare payment vouchers; Manage proper documentation of all transactions.

·      Handle banking transactions (withdrawing and depositing funds) and maintain sound relationship with bank.

·      Assist with annual external/internal audit.

·      Assist OD to organize staff meetings and staff activities.

·      Organize MOSS training as China office safety and security focal point

·      Other tasks assigned by senior management. 


REQUIRED QUALIFICATIONS:

·      Bachelor’s Degree. Major in finance, financial management, accounting or a related field will be preferred.

·      Minimum 1-2 years’ experience in finance, accounting and general services, preferably in an international organization or business

·      Ability to manage multiple tasks simultaneously and meet deadlines.

·      Fluency in both written and spoken Chinese and English.

·      Must be a team player as well as a self-starter.

·      A good command of Excel and accounting software.

·      Proficiency in Microsoft applications (including, but not limited to Word, PowerPoint).
